It is a goodwill gesture rather than a scheduled event, so the timing is never guaranteed.
A global reset refills the usage limits of every eligible account at once, with nothing for you to do. A banked reset only drops a credit into your account: your usage stays exactly where it was until you redeem that credit yourself, and an unredeemed one can expire.
